We already have lower speeds in a few local residential areas including 20 mph in Norton, Abbey Hulton, Park Estate, Shelton and Fenton and in "home zones" in Newcastle. However introducing lower speeds was expensive due to the government previous requirement for physical measures such as speed humps to enforce lower speeds.
This requirement was dropped in 2006 and allowed Portsmouth to be the first council to have a "Total 20" blanket approach with 20 mph speed limits in all residential areas. Using only speed limit signs and no physical speed enforcement measures this scheme has been successful in significantly reducing traffic speeds and injuries.
